The world of online piracy has faced many tough adversaries, and Magis TV, an illegal IPTV service, is rapidly becoming a prime target. In the latest wave of enforcement, Argentine authorities have moved to block 70 domains associated with the platform. Despite this, Magis TV remains operational, having survived numerous attempts to take it down. The Alliance for Creativity and Entertainment (ACE) has seized a similar number of domains, but the challenge continues.
Back in December 2023, when the Motion Picture Association (MPA) and rights holders pushed for expanded site-blocking in the U.S., the primary focus was on Fmovies—once the world’s largest illegal streaming platform. Despite its prominence, many lawmakers at the time were unfamiliar with the site. Even fewer knew of Magis TV, but for ACE and MPA, it has become a persistent, elusive problem.
Magis TV’s Operations and Market Reach
Magis TV is believed to be headquartered in China, but its main audience lies in Latin America, where millions use its popular Android-based IPTV app. Despite warnings from cybersecurity experts linking the app to malware and botnet activities, the service continues to attract users.
On September 13, 2024, a court order in Argentina directed ISPs to block domains tied to Magis TV for intellectual property violations. ENACOM, the country’s telecommunications regulator, is overseeing the blocks, which include nearly 70 domains. The lack of cohesion between these websites suggests disorganization among Magis TV’s operators, making enforcement more complicated.
Enforcement Struggles
Some domains on the blocklist target resellers of Magis TV subscriptions, possibly linking them more directly to the IPTV service, while others may simply be resellers with no direct involvement. This highlights the complexity of enforcing these measures. Blocking 69 domains is just one step, but whether it will significantly disrupt access to the service remains to be seen.
ACE has been pursuing Magis TV for over two years. In 2022, the coalition issued a series of DMCA subpoenas aimed at uncovering the identities of operators behind several illegal streaming sites, including Magis TV. Another subpoena targeting Zenlayer in November of that year sought additional data, but it remains unclear how effective these efforts were. Nevertheless, ACE has quietly taken control of many Magis TV-related domains, which now redirect users to ACE’s anti-piracy portal.
A Regional Piracy Problem
An internal ACE report on Latin America suggests that Magis TV is part of a much larger issue. By the end of 2023, ACE had successfully taken down around 50 Magis TV-related sites across several countries, including Chile, Ecuador, Colombia, and Venezuela. Despite this progress, ACE estimates that Magis TV and its affiliates are linked to over 370 domains, underscoring the scale of the problem.
Ecuador has been actively blocking pirate websites since 2019 and has ramped up efforts against Magis TV in recent months. In August, Ecuadorian ISPs added 183 IP addresses linked to the IPTV service to their blocklists. They also implemented dynamic blocking, allowing rights holders to add new domains to the list without a court ruling. Additionally, countries like Bolivia have started issuing direct warnings to users accessing illegal streams, with limited success.
While Peru and other nations in the region have adopted similar blocking measures, the rapid turnover of domains means that pirates can remain ahead of enforcement. ACE continues to apply pressure, issuing new DMCA subpoenas in 2024 in an attempt to dismantle the organization from within. However, if Magis TV’s operators are based in China, tackling the service could prove difficult, but not impossible.
